Well, if they had art, and you criticized it, they could snuff you out with an "alakazam". There was too much of that in the past and so it was banned.

A few simple answers:

If you create some sort of art, it simply becomes a place for other artwork to go hide. Do you really think that The Fat Lady wants to hide in a Cubist painting, should a killer be on the loose again?

They don't teach art at Hogwarts for the same reason they don't teach Abnormal Psychology at a Music Academy. The curriculum is meant to be a mile deep and an inch wide.

I'm more surprised that they don't have any classes on English, Math, or British History. Apparently you graduate from Hogwarts with an 11-year-old's grasp on language skills and literature.
