I read that article too.  I think the key words are "may have".  There's a big difference between believing that something is possible and believing that it's factual or even likely.  I'd be interested to hear how the question was worded and what the exact responses were.

I don't think the US was BEHIND the attacks, if that's what the poll was asking. There's some suggestion that the US knew about the attacks, but I don't even think it's the same as when we claim that the US knew about Pearl Harbor...the latter conspiracy suggests that the leadership wanted us to join the war on the side of the Allies, whereas public sentiment was very isolationist. The former is more like we had the evidence under our noses and didn't interpret it correctly or in time.
